Feature Request: GUI Control of the "new_message_popup" setting.

I noticed this setting in the MSI install parameters and tested it - I love it! But how do I enable it through the GUI? It does not look like there is an option to do so, and I would love to give people the option.

Do you like to change the GUI of New Message Popup displays at the right bottom of the screen? Can you please provide us some more details?
